S.F. No. 4070 Summary

• Modifies family child care license holder's supervision of their own child to allow related individuals or household members (with consent) to supervise the license holder's child both inside and outside the licensed space without completing training and background study requirements if certain conditions are met.

• Establishes that "annual" training for family child care providers means a 12-month period starting from the license effective date, with training requirements renewing on the anniversary date.

• Requires family child care license holders, caregivers, and substitutes to complete specific initial training including the six-hour "Supervising for Safety" course, pediatric first aid and CPR, and training on sudden unexpected infant death and abusive head trauma reduction.

• Establishes ongoing training requirements for family and group family child care providers with 16 hours annually for license holders and primary caregivers, including child development, active supervision, first aid/CPR (every 2 years), and health and safety courses (every 5 years).

• Repeals foster care training provisions in Minnesota Statutes sections 245A.144 and 245A.175 and Minnesota Rules parts 2960.3070 and 2960.3210; directs commissioner to evaluate whether family child care licenses should automatically renew by January 1, 2021.
