Modifies the prohibition on brewer off-sale licenses to exclude winery production thresholds, removing the strikethrough language that referenced brewers producing more than 20,000 barrels annually.

Permits exclusive liquor stores to refill growlers with malt liquor for off-sale, in addition to brew pubs and brewers currently authorized to do so.

Requires growler refills to occur at the licensed premises and be filled directly from the tap at the time of sale.

Mandates that refilled containers must be sealed and labeled with the name and address of the seller, product name, and alcoholic content in accordance with Minnesota Rules, part 7515.1100.

Both sections become effective the day following final enactment.
