Requires municipalities to establish election precincts and designate polling places on public college and university campuses located within their boundaries.

Applies to campuses operated by Minnesota State Colleges and Universities or University of Minnesota with at least 5,000 student enrollment and on-campus student housing.

Mandates that each polling place on a campus provide ballots for every precinct located on the campus and for each adjacent precinct.

If a campus spans multiple municipalities, each municipality must designate a separate precinct on the campus.

Becomes effective January 1, 2021.
