Appropriates $600,000 to the commissioner of natural resources for state-funded flood hazard mitigation grants for publicly owned capital improvements under Minnesota Statutes section 103F.161.

Requires levee projects to meet a state standard of three feet above the 100-year flood elevation to the extent practical.

Designates Round Lake Township and Sioux Valley Township as priority projects, with the commissioner able to reallocate funds from projects not ready to proceed to other priority projects.

Provides state funding for local project costs exceeding two percent of median household income in a municipality or township multiplied by the number of households.

Authorizes the commissioner of management and budget to sell and issue up to $600,000 in state bonds to fund the appropriation, effective the day following final enactment.
