Creates a legislative working group on special education to review delivery models, costs, and benefits across school districts, charter schools, cooperatives, and nonpublic schools.

Working group must analyze trends in special education enrollment, disparities in student identification, and reasons for increased special education services and medication use.

Consists of 6 house members (3 appointed by speaker, 3 by minority leader) and 6 senators (3 appointed by majority leader, 3 by minority leader), including chairs of relevant education committees.

Must submit written report with findings and policy recommendations to the legislature by January 15, 2021, and consult with interested stakeholders during development.

Working group expires January 16, 2021, unless extended by law; meetings are open to the public with administrative support from the Legislative Coordinating Commission and technical support from the Department of Education.
