Proposes a constitutional amendment to Minnesota Article VII, Section 1 to allow individuals under 18 years of age to vote in primary elections if they meet all other voter eligibility requirements and will be 18 years of age or older on the date of the general election.

Requires submission of the proposed amendment to voters at the 2020 general election with a specific ballot question asking whether the Minnesota Constitution should be amended to allow this primary voting.

Amends Minnesota Statutes Section 201.014, Subdivision 1 to permit individuals under 18 who meet all other voting requirements to cast ballots at primary elections or presidential nomination primaries if they will be 18 years old by the time of the general election.

Restricts ballots provided to voters under 18 to candidate nominations only, prohibiting voting on any questions or propositions.

Becomes effective January 1, 2021, only if the constitutional amendment is approved by voters at the 2020 general election.
