Appropriates $4,000,000 from the general fund in fiscal year 2021 to the commissioner of employment and economic development for a grant to the Minnesota Initiative Foundations, available until June 30, 2022.

Requires the Minnesota Initiative Foundations to facilitate planning processes in rural communities that result in community solution action plans to sustain and increase the supply of quality child care to support economic development.

Mandates engagement of the private sector to invest local resources in supporting the community solution action plans and integrating child care into regional economic development planning.

Requires provision of high quality, locally based training and technical assistance to rural child care business owners to stabilize operations, leverage other funding sources, and improve business practices.

Requires recruitment of child care programs to participate in Parent Aware (Minnesota's quality rating system) and other high quality measurement programs, with funding for low-cost training, professional development, and enhanced coaching for rural child care providers.
