Creates new crime of assault by strangulation (section 609.2234) as a felony punishable by up to 3 years imprisonment or $5,000 fine, defining strangulation as intentionally impeding breathing or blood circulation by applying pressure to throat/neck or blocking nose/mouth.

Repeals the existing crime of domestic assault by strangulation (section 609.2247) and consolidates strangulation offenses under the new general assault by strangulation statute applicable to all persons, not just family or household members.

Updates multiple Minnesota statutes to reference the new assault by strangulation crime (609.2234) in sections covering disqualifications, firearms restrictions, violent crime definitions, and domestic violence-related offenses.

Applies firearms restrictions and transfer requirements to assault by strangulation convictions, including 3-year firearm possession bans and court-ordered firearm transfers for domestic assault situations.

All provisions effective August 1, 2020, with the assault by strangulation crime applying to offenses committed on or after that date.
