Commissioner of employment and economic development may award grants to counties and cities outside the metropolitan area to cover up to 50 percent of capital costs for public infrastructure supporting workforce housing developments, contingent on nonstate match funding.

Eligible housing infrastructure includes sewers, water systems, utility extensions, streets, wastewater treatment systems, storm water management, and phosphorus removal facilities for both single-family and multifamily housing projects.

Maximum grant amounts are $20,000 per lot for single-family through four-plex housing and $50,000 per lot for multifamily housing with more than four units, with a $500,000 cap per county or city in two years.

$2,500,000 is appropriated from bond proceeds to fund the grant program, with state bonds to be issued in that amount pursuant to Minnesota Statutes sections 16A.631 to 16A.675.

Grants may be cancelled after five years if projects have not proceeded timely and are unlikely to be completed, requiring grantees to return all awarded funds.
