Modifies Northstar kinship assistance eligibility to exclude children whose parent shares custody with relative custodian; clarifies that permanent legal and physical custody cannot include joint custody arrangements

Updates adoption assistance provisions to reference new Northstar Care for Children program (chapter 256N) instead of older adoption assistance program (chapter 259A) throughout child welfare statutes

Adds requirement for detailed social and medical history documentation for children in foster care, to be completed by permanency review hearing or six months after placement and provided to adoptive families
