• Allows early withdrawal from the Sustainable Forest Incentive Act without penalty when state of Minnesota, local government units, or entities with eminent domain power acquire land for public purposes.

• Permits penalty-free early withdrawal when government or nonprofit entities acquire permanent conservation easements on enrolled property that are at least as restrictive as the required covenant.

• Authorizes early withdrawal without penalty for land acquired or leased by the state or political subdivisions for the public purpose of a paved trail.

• Enables early withdrawal without penalty for land conveyed to initiate the Boundary Waters Canoe Area Wilderness private forest land alternative with the U.S. Department of Agriculture and a nonprofit partner.

• Requires the commissioner of natural resources to notify the commissioner of eligible lands under these provisions and to execute documents releasing the land from covenant requirements.
