Establishes prospective payment system for CCBHC services based on federal section 223 CCBHC demonstration guidelines, with rate rebasing at least every three years, 60-day appeals process, and annual Medicare Economic Index adjustments.

Requires managed care and county-based purchasing plans to reimburse CCBHC providers at prospective payment rates, with no county share when medical assistance pays CCBHC prospective payment.
