Removes the "for adults" age restriction on medical assistance coverage for dialectical behavioral therapy, allowing the service to be available to individuals of all ages.

Corrects terminology throughout Minnesota Statutes by replacing "Disability Hub" with "Disability Linkage Line" in sections related to disability services.

Modifies nursing facility rate provisions by updating definitions of administrative costs, direct care costs, employer health insurance costs, maintenance and plant operations costs, real estate taxes, and special assessments.

Establishes a new definition for "minor equipment" and restructures the nursing facility scholarship program to make scholarships available to all eligible employees rather than limiting them to a specific time period.

Repeals Minnesota Statutes sections 256R.08, subdivision 2 (reporting extensions) and 256R.49 (rate adjustments for minimum wage changes).
