Appropriates $4,500,000 from bond proceeds fund to the commissioner of natural resources for a grant to the city of Hutchinson for capital improvements to Otter Lake, Campbell Lake, the South Fork Crow River, and related tributaries.

Project activities include predesign, design, engineering, and construction of stream and shoreline restoration, installation of a forebay to collect sediment before it enters the lakes, and periodic sediment removal to improve water quality and restore fish and wildlife habitat.

Appropriation is conditional and not available until the commissioner of management and budget verifies that at least $500,000 in nonstate funding commitments have been secured for project completion.

Approximately $2,455,000 in prior city expenditures on lake and river restoration studies, regional stormwater ponds, and rock riffle and fish ladder dam construction count toward the nonstate contribution requirement.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,500,000 to provide funding, with the sale governed by Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.
