Amends Laws 2019, First Special Session chapter 3, article 2, section 34, subdivision 2 regarding the Driver and Vehicle Systems Oversight Committee membership.

Maintains four voting members: the chair of the Senate Finance Committee (or appointee), chair and ranking minority member of the Senate committee with transportation finance jurisdiction, the chair of the House Ways and Means Committee (or appointee), and chair and ranking minority member of the House committee with transportation finance jurisdiction.

Changes the Blue Ribbon Council on Information Technology chair's role from discontinuing when the council expires or dissolves to continuing as a nonvoting member until the Driver and Vehicle Systems Oversight Committee expires under subdivision 8.

Becomes effective the day following final enactment.
