Expands the lien that towing companies have on impounded vehicles to include recovery of the vehicle and cargo, storage of the vehicle and cargo, and accident site cleanup costs.

Allows towing companies to retain possession of impounded vehicles and cargo until all charges are paid, subject to owners' right to retrieve personal contents.

Requires vehicle owners or lienholders to pay all towing, recovery, storage, and accident site cleanup charges to reclaim impounded vehicles within 15 or 45 days after notice.

Applies to vehicles towed at the request of law enforcement officers but excludes vehicles towed for parking violations during snow emergency regulations.

Amends Minnesota Statutes sections 168B.045 and 168B.07, subdivision 1.
