Appropriates $3,900,000 from the bond proceeds fund to the commissioner of transportation for a grant to Kandiyohi County for a highway-rail grade separation project.

Funds acquisition of property, predesign, design, engineering, construction, and equipment of an overpass for County State-Aid Highway 55 over BNSF railroad tracks on the southwest side of the Willmar Industrial Park.

Includes funding for construction and reconstruction of local roadways to reestablish the local road network for County State-Aid Highways 55, 5, and 15 in Kandiyohi County.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,900,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
