Appropriates $2,000,000 from the state transportation fund bond proceeds account to the commissioner of transportation for a grant to the city of Blaine.

Funds will be used for preliminary engineering, environmental documentation, final design, and right-of-way acquisition for grade separations and associated improvements on marked Trunk Highway 65 at 99th Avenue and 117th Avenue in Blaine.

No nonstate contribution is required for this appropriation.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,000,000 to fund this appropriation, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
