Increases the cost threshold for projects requiring Designer Selection Board approval from $2,000,000 to $4,000,000 for construction projects and from $200,000 to $400,000 for planning projects.

Establishes automatic threshold adjustments every five years beginning in 2025, with increases calculated based on the Means Quarterly Construction Cost Index inflation rate.

Allows agencies to proceed with supplemental work and requisition funds before money is formally encumbered on building appropriation projects, requiring immediate encumbrance of funds afterward.

Modifies language to clarify that consultants (in addition to contractors) may proceed with work before funds are encumbered on projects funded by building appropriations.

Applies the same higher threshold requirements ($4,000,000 and $400,000) to University of Minnesota and Minnesota State Colleges and Universities projects.
