Increases procurement preference for veteran-owned small businesses from 6 percent to 12 percent and raises their direct contract award threshold from $25,000 to $50,000.

Increases procurement preference for small businesses in economically disadvantaged areas from 6 percent to 12 percent and raises their direct contract award threshold from $25,000 to $50,000.

All changes take effect the day following final enactment for contracts entered into on or after that date.
