Appropriates $10,000 from the general fund in fiscal year 2021 to the Commissioner of Agriculture for developing meat processing recommendations.

Requires the Commissioner to consult with livestock farmers, meat processors, stakeholders, and Department of Agriculture staff to develop recommendations for advancing economic interests of small and mid-sized livestock farmers through increased access to animal slaughter and meat processing.

Directs the Commissioner to give special attention to potential environmental benefits of grazing livestock in the consultation and recommendations process.

Requires the Commissioner to report findings to legislative committees and divisions with jurisdiction over agriculture finance no later than February 1, 2021.

Designates this as a onetime appropriation.
