Requires paraprofessionals working with students with disabilities to receive paid time before beginning work with individual students to review their individualized education program and collaborate with the student's case manager.

Mandates a minimum of 16 hours of paid orientation or professional development annually for all paraprofessionals, Title I aides, and instructional support staff, with at least 50 percent dedicated to disability-specific and behavioral needs for those providing direct student support.

Requires school administrators to provide annual certification of compliance with paraprofessional training requirements to the commissioner of education.

Appropriates unspecified funding from the general fund to the Department of Education for fiscal years 2020 and 2021 to cover compensation costs for paraprofessional paid orientation and professional development.

Amends Minnesota Statutes section 125A.08 governing individualized education programs for children with disabilities.
