Appropriates $822,000 from the bond proceeds fund to the commissioner of transportation for a grant to the city of Rockville for improvements to Rausch Lake Road, 220th Street, and 88th Avenue.

Grant funding is contingent on the city of Rockville committing at least $270,000 from nonstate sources to complete the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $822,000 to provide the appropriated funds.

Takes effect the day following final enactment.
