Authorizes the city of Northfield to impose a 0.5% local sales and use tax upon voter approval at a general election.

Tax revenues must fund up to $13,000,000 for construction, reconstruction, and capital improvements to regional parks, trails, and open spaces listed in city council Resolution 2020-011, Option A, plus tax collection and administration costs.

Authorizes Northfield to issue up to $13,000,000 in bonds to finance the project, with bonds exempt from state debt limitations and levy limitations.

Tax expires at the earlier of 20 years from imposition or when sufficient revenue is collected to pay project costs and bond-related expenses, or at an earlier time if the city council determines by ordinance.

Remains subject to state law provisions in Minnesota Statutes section 297A.99 for tax administration, collection, and enforcement except where explicitly modified by this statute.
