Appropriates $1,700,050 from bond proceeds to the Public Facilities Authority for a grant to South Haven to acquire land, design, construct, furnish, and equip two new wells in Wright County with no required nonstate match.

Appropriates $350,000 from the general fund in fiscal year 2021 to the Public Facilities Authority for a grant to South Haven for sandblasting and repainting a water tower, available until project completion or abandonment.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,700,050 to fund the appropriations in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
