Appropriates an unspecified amount from the general fund in fiscal year 2021 to the commissioner of commerce to fund a study on environmental assessments for building materials.

Requires the commissioner of commerce to contract with an independent consultant to examine the feasibility, economic costs, and environmental benefits of requiring bids for state building and infrastructure projects to include type III environmental product declarations for eligible materials.

Defines eligible materials as concrete, unit masonry, metal, and wood (including composites and laminated products) that function as part of a structural system or assembly.

Requires the consultant to evaluate similar programs adopted in other states when conducting the study.

Mandates the commissioner of commerce submit findings and recommendations to the chairs and ranking minority members of the senate and house committees with jurisdiction over environmental policy by February 1, 2021.
