• Authorizes the City of Tracy to establish a special taxing district by resolution to provide fire protection and emergency medical services to the city and any additional contiguous political subdivisions that join.

• Permits the district board to levy property taxes on taxable real and personal property in the district, either uniformly across the district or apportioned among members using formulas based on population, service calls, cost, or market value of improvements.

• Allows the district to incur debt under Minnesota Statutes chapter 475 and issue certificates of indebtedness or capital notes to purchase capital equipment, with taxable property of the entire district used to calculate debt limits.

• Enables contiguous towns and cities to join the district with agreement from existing members, and allows members to withdraw with two years' notice, remaining subject to property tax and debt levies for specified periods.

• District may be dissolved by majority board vote only after all outstanding debt has been paid or defeased, with assets and liabilities distributed according to an inter-governmental agreement or other mutual agreement among participating political subdivisions.
