Appropriates $500,000 from the general fund to the Department of Education in fiscal year 2021 for a grant to the Northwest Service Cooperative in Thief River Falls.

Funds may be used to increase capacity of local colleges and universities to develop programs that prepare future public educators.

Supports removal of barriers to development, recruitment, hiring, and retention of highly qualified teachers, including teachers of color and American Indian teachers, in Northwestern Minnesota.

Provides high school students opportunities to explore education careers while earning transferable college credits and elevates the teaching profession in high-need areas within the region.

Appropriation does not cancel and remains available for use until June 30, 2023.
