Appropriates $9,750,000 in fiscal year 2021 from the general fund to the commissioner of human services for grants to develop new psychiatric residential treatment facilities serving persons under Minnesota Statutes section 256B.0941.

Appropriates $5,250,000 in fiscal year 2021 from the general fund for grants to renovate existing children's residential treatment facilities for conversion to serve persons receiving mental health treatment services.

Grant funds may be used for planning, land acquisition, design, construction, renovation, furnishing, and equipping of facilities.

Commissioner must develop grant application guidelines including project ranking criteria, facility ownership and operation information, location, costs, funding sources, and organizational capacity to sustain operations.

Both appropriations are available until June 30, 2025; if funding requests exceed available money, the commissioner may reduce grant amounts proportionally or fully fund projects in priority order.
