SF4193 - GI Bill Technical Changes

• Amends Minnesota Statutes section 197.791 to make technical corrections to the Minnesota GI Bill eligibility criteria and benefit provisions across subdivisions 4, 5, 5a, and 5b.

• Clarifies eligibility requirements for educational assistance to include veterans, nonveterans with five or more years of cumulative service in the Minnesota National Guard or armed forces (after September 11, 2001), and eligible surviving spouses and children of deceased or disabled service members.

• Maintains benefit caps for full-time students at $3,000 per state fiscal year with a $10,000 lifetime limit, and $500 per semester for part-time students with a $50 minimum award.

• Establishes apprenticeship and on-the-job training benefits capped at $3,000 per fiscal year each, plus $1,000 job placement credits for six-month and 12-month employment milestones, with an aggregate $10,000 lifetime limit across all benefit programs.

• Requires applicants to complete FAFSA, comply with child support requirements, and maintain satisfactory academic progress; allows commissioner to determine eligibility within 30 days and permits applicants to appeal eligibility denials with additional information.
