Allows rural electric cooperatives to provide broadband service using existing easements they own, hold, or use.

Existing easements do not restrict the type, size, or amount of broadband infrastructure that may be deployed for broadband service.

Electric cooperatives are not required to obtain additional easements or pay additional compensation to property owners to provide broadband service under existing easement agreements.

Authorizes cooperatives to provide broadband service on behalf of themselves, their subsidiaries, or business partners.

Defines "broadband service" as any service providing advanced telecommunications capability and Internet access, with "broadband infrastructure" defined in Minnesota Statutes section 116J.394.
