Grants the Commissioner of Human Services temporary emergency authority to protect public health during a governor-declared peacetime emergency related to COVID-19, expiring no more than 60 days after the emergency declaration expires.

Authorizes the commissioner to temporarily waive or modify licensing requirements under the Human Services Licensing Act (chapter 245A), background study procedures (chapter 245C, excluding disqualification standards), and other written policies related to facilities, programs, appeals, and sanctions.

Permits temporary waivers or modifications of enrollment and service standards under multiple statute chapters (119B, 245, 246, 252, 253, 254A, 254B, 256, 256B, 256D, 256E, 256I, 256J, 256K, 256L, 256M, 256P, 256R, 256S, 260C, 260D, and 626) including in-person assessments, eligibility requirements, telehealth restrictions, staffing ratios, and payment procedures.

Requires the commissioner to notify legislative committee chairs and ranking minority members within 48 hours of implementing modifications, with power for two or more chairs to suspend a modification through written objection within seven days.

Requires a report to legislative committees by January 15, 2021, detailing all state statutes and rules waived in response to COVID-19, with Section 1 expiring upon submission of this report.
