Cancels the appropriation from Laws 2019, First Special Session chapter 4, article 2, section 2, subdivision 8, paragraph (c) for Sauk River Dam Removal and Rock Rapids Replacement, effective the day following final enactment.

Appropriates $900,000 in fiscal year 2020 from the environment and natural resources trust fund to the Board of Water and Soil Resources for lawns to legumes demonstration projects.

Provides grants or payments to residential property owners to convert lawns to native vegetation and pollinator-friendly forbs and legumes to protect pollinator diversity.

Establishes grant and payment coverage at up to 75 percent of project costs, or up to 90 percent in areas identified by the United States Fish and Wildlife Service with high potential for rusty patched bumble bees.

Board of Water and Soil Resources must establish criteria for awarding grants or payments under the program.
