Establishes a zero-interest revolving loan fund in the Department of Commerce to provide loans to school districts for energy conservation improvements in school buildings, with loan terms up to 15 years.

Creates multiple grant programs for energy efficiency and renewable energy: residential efficiency grants (up to $2,000 or 34% of costs), commercial building efficiency grants, nursing home efficiency grants, school solar installation grants (up to 40 kW capacity), and residential solar rebates (4-20% of installation costs depending on year).

Establishes electric vehicle rebate program providing $2,500 for new electric vehicles and $500 for used electric vehicles, limited to one per household and vehicles under $60,000 MSRP.

Creates grant programs for school districts to purchase electric school buses and for transit providers to purchase electric buses for public transportation, with electric utility support required.

Appropriates $191.5 million total for fiscal year 2021 across multiple departments including composting pilot projects, city climate action grants, Conservation Reserve Program incentives, and carbon sequestration research.
