Commissioner may not adopt new model building codes or amendments prior to 2026 without legislative approval, then every six years thereafter within two years of published edition date.

Commissioner may not adopt new energy codes or amendments unless determined that any increased construction or remodeling costs per unit will be offset within five years by savings resulting from the change.

Limitations on code adoption do not apply to code changes necessary to protect immediate health, safety, and welfare of the public.

Municipalities are prohibited from requiring additional inspections for a particular area of building code competency when a project has been approved by a certified building official, building official-limited, or construction code inspector.

Effective retroactively from January 1, 2020, and applies to rules proposed or adopted but not yet effective as of that date.
