• County boards must immediately notify a child's resident district and serving district of any change in placement for care and treatment.

• A child with a disability placed in a foster facility for care and treatment maintains legal residence in the district where the child was a resident when specific conditions are met, including parental rights termination or parent/guardian incarceration.

• Once a child is placed in foster care (excluding care and treatment facilities), the legal residence becomes the district where the child resides during the foster care placement.

• Similar legal residence modifications apply to children without disabilities placed in residential or foster facilities for care and treatment.

• All amendments are effective July 1, 2020.
