Amends Minnesota Statutes 2018, section 179A.10, subdivision 1, to require the commissioner of management and budget to prioritize contract negotiations with exclusive representatives of units that protect public safety.

Maintains existing exclusions from bargaining units including managerial positions, unclassified employees appointed by constitutional officers, pilot positions, administrative law judges, and confidential employees.

Allows the governor to direct combined or supplemental negotiations for multiple units upon unanimous written request of exclusive representatives and the commissioner.
