S.F. No. 4240 Summary

• Removes the requirement for the state to develop a plan linking future early learning and care state funding to the quality rating and improvement system (QRIS) framework.

• Programs participating in QRIS will be rated but eligibility for public funding shall not be associated with or depend upon the rating.

• Eliminates the requirement that programs must participate in QRIS and have a three- or four-star rating to accept early learning scholarships, effective July 1, 2020.

• Makes all early learning foundation scholarship program pilot sites eligible to accept early learning scholarships regardless of QRIS participation.

• Programs accepting scholarships must continue to use revenue to supplement and not supplant federal funding.
