Establishes a 16-member Council on LGBTQI Minnesotans appointed by the governor, legislature, and legislative committees to advise on economic, social, legal, and political equality for LGBTQI communities.

Prohibits health care professionals from engaging in conversion therapy with clients under 18 years of age or vulnerable adults, effective January 15, 2021, with violations considered unprofessional conduct subject to licensing board discipline.

Excludes conversion therapy from medical assistance (MA) coverage effective January 15, 2021, and prohibits fraudulent advertising or misrepresentation of conversion therapy services under consumer protection laws.

Eliminates "heat of passion" criminal defenses and prohibits use of force based on discovery or disclosure of a victim's actual or perceived sexual orientation, including gender identity and expression, effective August 1, 2020.

Updates assisted reproduction statutes to use gender-neutral language replacing "husband/wife" with "spouse" and "artificial insemination" with "assisted reproduction."
