Modifies Minnesota Statutes 2018, section 116L.665, subdivision 2 to restructure the Governor's Workforce Development Board membership composition and add new voting and nonvoting member categories.

Establishes voting members including the governor or designee, two house members appointed by speaker and minority leader, two senate members appointed by majority and minority leaders, and representatives from businesses, labor organizations, state agencies, local government, and community-based organizations serving people of color and people with disabilities.

Adds four voting members responsible for education programs appointed by the governor, including the chancellor of Minnesota State Colleges and Universities, president of University of Minnesota, a private postsecondary school president, and a career and technical education representative.

Expands nonvoting members to include representatives from Adult Basic Education, public libraries, women's economic security, the Minnesota Workforce Council Association, and various state commissioners and council representatives focused on racial equity and disability services.

Requires all members to serve three-year terms beginning January 1 or July 1 following appointment, and elected officials forfeit appointment if they leave office.
