Expands disability parking certificate eligibility to include persons with developmental disabilities who have an anticipated increased likelihood of encountering unsafe parking or traffic conditions due to their disability, as determined by a licensed physician, physician assistant, or advanced practice registered nurse.

Modifies the definition of "person with a disability" to include persons with physical disabilities, persons with developmental disabilities, or both, replacing references to "physically disabled persons" throughout the statute.

Requires health professionals certifying applicants for disability parking to specify whether a physical disability is permanent or temporary, and allows the commissioner to waive health professional statement requirements for applicants with previously filed permanent disability certifications or developmental disability certifications.

Updates terminology throughout Minnesota Statutes sections 13.69, 85.053, 168.002, 168.021, 168.125, and 169.345 from "physically disabled person" to "person with a physical disability" and related variations.

Maintains existing disability parking privileges including designated parking spaces, metered parking without fees, and nonmetered space parking without time restrictions, with certificate display requirements and restrictions on parking in prohibited areas.
