Appropriates $1,775,000 for fiscal year 2020 and $1,375,000 for fiscal year 2021 to the Lakes Country Service Cooperative for concurrent enrollment teacher training programs.

Establishes the Concurrent Enrollment Teacher Partnership as a voluntary association including Lakes Country Service Cooperative, Northwest Service Cooperative, Metropolitan Educational Cooperative Service Unit, Minnesota State University-Moorhead, and other interested Minnesota State Colleges and Universities.

Designates Lakes Country Service Cooperative as the fiscal host for the Concurrent Enrollment Teacher Partnership.

Authorizes the Partnership to provide funding for up to 18 credits in applicable postsecondary subject areas, scholarships for eligible teachers, and per-credit stipends to incentivize program participation.

Sets the base budget for the program at $1,000,000 and allows any balance from the first year to carry forward to the second year.
