Repeals Minnesota Statutes 2018, section 501C.1206, which governed public health care programs and certain trusts.

Eliminates the state policy requiring individuals to use all available resources to pay for long-term care services before accessing Minnesota health care program funds.

Removes restrictions that made irrevocable inter vivos trusts created after July 1, 2005 revocable for purposes of determining eligibility for long-term care services through public health care programs.

Eliminates the requirement that trust instruments containing assets or income of individuals or their spouses could not shield available resources from use in paying for long-term care services.
