Amends Minnesota Statutes 2018, section 256B.0911, subdivision 6, regarding payment for long-term care consultation services provided by counties.

Establishes state reimbursement rates for county nonfederal share costs: 84.3 percent between July 1, 2017, and June 30, 2019; 81.9 percent beginning July 1, 2019.

Beginning January 1, 2021, and every six months thereafter until MnCHOICES 2.0 is fully implemented, the commissioner shall increase the state share by three percent of the nonfederal share paid to counties.

Requires the commissioner to transfer funds from the central office community support budget activity to the medical assistance budget activity equal to the increase in state share, with these increases excluded from the medical assistance forecast.

Maintains existing provisions for county employment of consultation staff, billing procedures, federal reimbursement maximization, and facility bed adjustments.
