Establishes a soil and water conservation district grant program administered by the Board of Water and Soil Resources to provide support to soil and water conservation districts.

Distributes grant money in three equal parts: one-third as base grants to each district, one-third to districts with the lowest estimated market value of taxable property, and one-third as competitive grants based on performance and environmental outcomes.

Appropriates $4,500,000 in fiscal year 2021, with funding bases of $9,000,000 (FY2022), $15,000,000 (FY2023), and $18,000,000 (FY2024 and thereafter).

Increases total appropriations to Board of Water and Soil Resources from $126,743,000 to $134,518,000 by modifying Laws 2019, First Special Session chapter 2, article 2.

Directs the Clean Water Council to recommend $6,000,000 for soil and water conservation districts in fiscal year 2022 and $3,000,000 in fiscal year 2023 to supplement general fund appropriations.
