Appropriates $3,000,000 from the general fund in fiscal year 2021 to the commissioner of transportation for public outreach, railway negotiations, equipment identification, and ridership and revenue studies for extending Northstar commuter rail between Big Lake and St. Cloud.

Appropriates $3,000,000 from the bond proceeds fund to the commissioner of transportation for preliminary engineering and environmental work to extend the Northstar commuter rail between Big Lake and St. Cloud.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,000,000 to provide funding from the bond proceeds fund, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
