Establishes the State Agency Value Initiative (SAVI) program to encourage state agencies to identify cost-effective measures and efficiency improvements that result in cost savings.

Allows agencies to retain 50 percent of unspent appropriations at the end of a biennium resulting from innovation, efficiency, or cost-savings measures, with approval from the commissioner of management and budget.

Requires each participating agency to establish a peer review panel comprised of cost-saving credited employees and department managers in balanced ratio to determine which proposals receive SAVI funding.

Mandates 30-day public notice on agency websites before spending SAVI funds and requires commissioner of management and budget approval submitted to the Legislative Advisory Commission for its review and recommendation.

Creates SAVI-dedicated accounts in the special revenue fund for each participating agency to deposit and manage retained savings, with money appropriated to the agency for purposes authorized by the program.
