Eliminates the requirement that utilities pay renewable energy qualifying facilities based on the utility's least cost renewable energy facility or competing supplier bids, whichever is lower.

Allows utilities to purchase all energy and capacity from qualifying facilities at rates negotiated by parties, set by the commission, or determined through competitive bidding approved by the commission.

Removes the exception that renewable energy pricing could be denied if the commission's resource plan determines renewable resources are not in the public interest.

Adds new provision requiring the commission to set rates for electricity generated by renewable energy, replacing the previous least-cost renewable facility pricing standard.
