Agencies using state general obligation bond proceeds for capital projects must comply with human rights provisions in Minnesota Statutes section 363A.36, effective for projects appropriated on or after January 1, 2022.

Defines "agency" to include state boards, commissions, authorities, departments, the Minnesota Historical Society, Minnesota State Colleges and Universities, University of Minnesota, and political subdivisions of the state.

Defines "capital project" as acquisition and betterment of land and buildings including real property acquisition, design, engineering, construction, renovation, furnishing, and equipping.

Extends equal pay certificate requirements to agencies paying for capital projects with state money, requiring businesses with 40 or more full-time employees and contracts over $500,000 to have an equal pay certificate unless exempt.

Exempts contracts for services to individuals under specific chapters (43A, 62A, 62C, 62D, 62E, 256B, 256I, 256L, 268A) and State Board of Investment contracts from equal pay requirements.
