Modifies timing of employee notice requirement from "at the start of employment" to "on or before the date an employer provides an employee with the employee's first earnings statement."

Requires employers to provide written notice containing 10 items including pay rates, employment status, deductions, paid time-off accruals, pay schedule, employer contact information, and staffing agency designation checkbox.

Employees may request earnings statements in written form with at least 24 hours notice, and employers must comply on an ongoing basis.

Employers must obtain employee signature acknowledging receipt of the notice and retain a copy; notice must be provided in English with option for translation into other languages.

Commissioner of labor and industry must issue a written warning to employers upon first finding of violation of notice requirements in paragraphs (d) to (g), with multiple violations during same investigation counted as single violation.
